This is exactly what I mean.
A pirate who knows that the B.Hunters are after him by reading their messages and he is hiding or a RA pilot who knows about a Liberty attack by reading their communication channel and gathers a fleet to make a surprise attack, is metagaming.
Someone who reads the Public Criminal Database and acting as he suits him better or a pilot who reports to the database someone who destroyed his ship for example, is not metagaming in my opinion..
If you want to "metagame" you can do it with so many ways. With the system chat in the game, with the messages from the forum, with 3rd programs etc.
The database will be public so all can read it. It will not be a secret one like military/police communication channels.
