The LWB and AU are merging!

I agree, that I haven't seen too much of AU and LWB in space and that this is a problem. On the other hand I haven't seen a lot of Rhineland police either.
Merging the two factions is the wrong way to solve the problem, though. The factions are too different for that.

Many of the goals are similar which would make an alliance and joint operations a better solution. You could set up a function that coordinates the joint operations.

The merge of the two factions probably will not help you with the number of active members, the merge will dissapoint more people than it will attract new ones.

If you really see no option for keeping up both factions decide which one to dissolve (giving other active people the possiblity to take this faction) or to create a new one with new RP.
