As my GC is my most-often used pirate char, I'll use Kusari as my example..

When I see Kishiro, I'm much more likely to let him off with a 1-2 million tax. I'll be decently polite, I won't threaten to kill his family and burn him alive if he doesn't pay me..

GMG I don't pirate period. Of course, I'll pretend to be pirating him if KNF/Hogosha/FA/KSP show up, then 'abandon the piracy' due to the presence of hostiles, but I won't actually take any of his cargo (unless I find more of them with wine, then I'll take a few units of it. >.>) or tax him.

Samura is the polar opposite of that.. If I see Samura, it's going down. It's dropping that cargo and paying me some money before he gets away with his life. And he's only getting one chance, he tries to run and boom. (Unless his cargo is really really profitable for a nearby friendly transport to pick up, like Gold.) But that's because he's Samura and I'm GC. They are the reason we're oppressed. My character doesn't give a crap if he gets fired, or if he dies. Heck, she'd pull the trigger on him herself if she had the opportunity. I wouldn't even demand something from Samura if rules didn't make me.. They are our arch enemies, we would normally just destroy every Samura transport we come across.

Foreign traders I'm ambivalent towards. I'll take money or cargo, threaten them if they don't comply, and blow them up if they try to run away over and over.

When it comes to fairness.. Honestly, how fair should I be when the trader flies right to me? A proper trader has an escort scouting ahead of him, warning him if pirates are on their route. Those who recognize tags can see us in the system via chat window. A proper trader will try to get around us, not fly right at us..

And those who do get caught. A proper roleplayer will try to talk his way out of the situation, or stall us long enough for the lawfuls to arrive and try to save him. Maybe negotiate a smaller tax or a portion of the cargo instead of a large amount or all of the cargo. Those who get caught and then engage cruise engines over and over, not saying a word in chat.. Well, I'm not going to be fair to them. They show they aren't willing to RP, so I'm not willing to be fair. You want me to be fair, roleplay with me if I catch you. Heck, just insulting me (in-RP), or spouting off a few lines while trying to run is enough.. But sitting silent and tapping the cruise button will only make it worse for you.

Note: Farmers Alliance isn't a governmental/political terrorist group. They are extremists towards foreign trade, yes. But they are actually neutral (under the table, publicly hostile) to the Kusari Government and Samura. The terrorist groups of Kusari are the GC and BD.
