Massive quantities of cardamine make this impractical, but it would be the best weapon.

Slowly, over a period of months, inject cardamine into the atmosphere and the water, so that nobody notices the energy boost the drug gives if you inject it directly into the bloodstream or take it in pill form. Increase the amount monthly, then suddenly stop. Nobody will ever know, and they'll think it's a plague or something. xD

dude! thats my idea to use pour massive amounts of liquid cardi into oceans by the keepers to get the whole planet addicted to cardamine.

asking why?

yeah nomads want to make humans leave sirius, and getting rid of outcasts after everyone else is consumed by a war for cardamine (since its scarce) would be a mission piss easy.
