Dragon gunboat loadout

I'm relativley new to both freelancer and discovery in general. One of my characters is a blood dragon tagged/IFF dragon gunboat. I originally bought two dragonfly missile turrets and order mk1 gunboat turrets for it from the dragon home base, but I have been told that the order turrets are not proper, so I have two questions: 1) Why would the home base (and guard bases) of a faction sell turrets that they shouldn't use? and 2) Which normal turrets should I use, because I don't want to get only dragonfly missile turrets and be a missle whore.
