Yeah, I'd also like to ask Death.RunningVerminator where all the Kusari lawfuls are, since I don't see them.

Honestly, what Discovery needs are not more factions, but more players in factions. Pretty much every NPC group has a player faction now, the problem is that nobody is actively playing a bunch of them. Especially the ones that don't involve shooting other people in tricked-out fighters and capships (IE corporate trading factions and police factions)

So what I would advise you to do is join one of those factions.
