People want to be able to do something with teh stuff they are allowed to use. This is why police factions are so little and having a lack of players attention - navy have a much more toys to play with and actually navy doing all police job. I need to say, maybe it's a shocking news to someone and i appologies for that - patrolling lanes and hunting pirates that sitting on it and waiting traders is a POLIZZE job, uslually. Navy duty is to guard borders from foreign invasions and support police when tehy meet something like pirate cruiser or whatnot they can't handle by themselfs fast. To understand the point of what i just said just take a look around: Did you army walking around the streets with tanks and helicopters flying across the sky jsut to find some drug dillers in your town?
