This is much more in keeping with the Legion Etrangere in my opinion. The original Legion was based on the Roman concept of Auxilaries, or Barbarian Legions. Foreigners who would serve the Empire and eventually recieve citizenship and a little land far from Rome.
The Legion in my outline would most likely never be allowed closer than the border worlds, even after they acquired citizenship. This Legion is staffed by sergeants (PCs), and commanded by seconded Gallian officers. They never have a ship bigger than a GB, and only one or two of those.
There is a lot of good stuff in this proposal as well, but I found it a little top heavy to be an effective tool for the monarchy. Because that's what the Legion is, a tool. The Legion is a gang of misfits in pretty uniforms. While not criminals, they are not as polished as regular Gallain Naval pilots. They have an extremely high level of espirit des corps, and will do anything needed to accomplish a mission objective, or protect a brother Legionaire.
So, no Caps, no Lords or Ducs, no Grand Marshall. Just foreigners dying as common soldiers for the Gallic crown. THAT is a true French tradition, and one that even a Xenophobic King and court would latch onto. If you think you can get more paranoid and xenophobic than the Roman Empire, pack a lunch!
