I note that it's humorous that people actually utterly ignore a rather important thing I saw several pages back. I mean... sure, get angry at me for being an RP whore and disagreeing you, and never playing LPI (But, oh, wait. I have. Interesting, that.) ... and just go ahead and ignore the more important parts of what I'm saying.

For those of you who might not bother reading back a few pages, or might just see the name Sprolf and have a kneejerk reaction, I'll quote what I said.

The LPI has an entirely separate market.

I'd actually agree with this.
You wouldn't see them being shipped off to Malta - where they'd come from, as the Sugarland houses the Outcasts prisoners. They'd be a "lawful" variant of slaves - or prisoner-workers - if anything, ones that Daumann, the GMG, and other groups would traffic in.

The leap to this sort of market for the LPI makes sense.
Selling them back to criminals, however, doesn't.
Human commodity, yes. Unlawful buyers for it? Hehe, that makes no sense at all.
