My personal opinion on this is, as some people have suggested, to move the slaving to Houston.

"But it says LPI on it!" I hear you cry. Well, just because it says LPI on the tag doesn't mean it's going to be completely legal, does it? To take a modern world example, America is controlled by the president, senate, etc., but there are still illegal things going on which the president probably doesn't know about, or can't track down and remove, so what makes you think that once humanity reaches the stars, everyone on a police controlled planet would be a law abiding citizen? Chances are, the police just have some control over the docking facilities in addition to what police today have. A prison, however, is likely to be much more under police control, with only very rare outside visitors, so basing a slave-trading operation off it wouldn't work.
