I think this issue can be solved.
You shouldn't separate your people from Gallia simply because of they are originally Swiss. That is not good.
All people on sleeper ship were from France. I am sure there were not enough place on sleeper ship even for all French, so no chance to get there for outsiders.
But...

During the long war on the Earth between Coalition and Alliance, some of Swiss people emigrated to big neighbour - France. Radioactive fallout etc. (Current Switzerland have 4 official languages. French language use about 13% of Swiss people).
They fought against Coalition. Some of them become high rank Alliance officers. (Swiss are good fighters). Then it is natural, that some of them got place in the sleeper. After hundreds years form A.S those people were completely assimilated into Gallic nation.
People in Gallia were disappointed of King's government. They knew from history that some of them were from Switzerland, where was direct democracy. So they dreamed about such peaceful place with freedom and democracy.
As we know many Gallic people wanted this, some of them tried to fight against king (Council and the gang), but many of them didn't want to fight. There were many of them.
King wanted to stop this, but he couldn't simply jail or kill them all, so he gave up and let them build democracy in one of his unsettled systems.
There was one planet (Bern), where King started the terraforming process, and built to that a station on the orbit (Zurich). There was also one small factory in the cloud, which produced water from ice (Constance).
King knew already that terraforming process will fail because of the Red Dwarf star in this system is too weak and too far from the planet.
So the system was useless.
King said, he will help in terraforming planet Bern, and the system will be supported by Gallic government with food and all what people need.
But really he lied and he banned and jail all of them.
After all people, who wanted democracy, settled in system, GRN established Roches Border Post near the jumpgate to prevent people to go out of system. Only GRN, GRP and royal gallic corporations can pass through gate. King of course didnt support them. He locked them in this death system.
There were only ice in the Helvetia system. Many people died because of starvation, many died trying to break the blockade.
In desperation they checked every square meter and every rock in the system.
Finally they found jumphole to Languedoc and that saved them.
They are lawfuls gallic civilians in their system. They have autonomy. But they cannot go out of Helvetia, they cannot officially trade with Gallia. But they can smuggle. GRN hunt them outside of Helvetia, GRP ignore them, corporations work with them, as they are gallic civilians (IDF distributes Helvetic water around Gallia).
Helvetians established relationship with Council, but they don't fight openly with GRP. They are civilians and they are unfriendly to pirates and terrorists. Helvetians don't allow criminals to operate openly in their system. They don't want GRN to smash them because of that.

So, this is maybe silly and bad written, but I would like to show you, that this idea is interesting, and may be adjusted to discovery RP in many ways.
