I think this issue can be solved.
You shouldn't separate your people from Gallia simply because of they are originally Swiss. That is not good.
All people on sleeper ship were from France. I am sure there were not enough place on sleeper ship even for all French, so no chance to get there for outsiders.
But...

An interesting suggestion, but a democratic precedent like that for 'Gallic Citizens' would've removed the need for the Council, or would have heavily modified its purpose. Also, saying that those with Swiss heritage of some sort "forgot who they were and remembered" is kind of like saying that the Poles, Slovaks, Czechs, French, Danish, and some Norwegians of 1939-45 "forgot who they were" because they were displaced during the conflict.

I tried to dodge it, sort of, it in that the proportion of nominally "Swiss" people on board the sleeper ship was pitifully low; something like 1,000 out of 15,000. When they finally start to settle in, by necessity the two groups intermingle and have descendants. This in of itself would have erased Swiss and French and turned them into "Gallics" but the mere fact that Swiss colonists were included at all is a bit of an inspiration for at least part of a highly patriotic brand of people to maintain nominal independence. That they are making themselves distinct from the "Gallics" is the reason why King Charles III can shove them aside without granting Gallic citizens a democratic place of any stripe.
