Rifling through his papers and his notes, Takar noticed as the crowd slowly came in. A lot more than he expected to be honest. He began to wonder if more would come from his automatic response message... Slowly, but surely his ADHD kicked in and his mind began to wander off. Almost completely oblivious to people taking their seats and the various introductions being filled. Just about everything went right over his head as he had the most transfixing thousand yard stare into the text of his papers.

Markus, that's all that could come to mind. His younger brother, the one he was supposed to be looking over ever since mom and dad had died/left/ran-away/been abducted, or whatever family member's lie was told today. It didn't matter really, only that Drey had failed in looking over him. Yet, there may be some level of redemption in this. In his name would this succeed, and in Drey's would it fail. Nevertheless, Dreay would not allow such a thing.

Suddenly a rock smacked him in the side of his head and Takar snapped out of his gaze. His head throbbing for a little while, his rage was instantly taken over by the fact of how this little room had gotten filled so quickly. Drey took but a second to allow his various senses to register all those present in the room. Noticing there anticipation/impatience he quickly gathered together all the courage he could. His stage fright wasn't this bad since his Doctoral dissertation
. Markus... this one's for you....

"Greetings, ladies and gentlemen. Just in case, the names DreyKhat Takar, Doctor of Science, if anyone really cares. Well, let's get straight to business. The reason why I invited all of you to come today is mainly because of something my late brother proposed to me a little over a year ago. Life as anyone isn't really that easy, well unless you are born into the higher classes of pure silver spoon feeding. Life as a scientist, as much as I can assure all of you know, is tough. Getting the various permits, funding, equipment, and not to mention actual research materials is hard to come by. All the freaking red tape usually causes problems and much wasted time in terms of getting our projects done.

Also, especially in the recent years, we as a scientific community have come under fire time and time again for doing projects that are deemed... unnecessary, or even unwanted. I know for a fact, its been tough to keep the studies I have been doing on the plus side of the Liberty Navy in allowing me to even conduct such research here. Also, I'm pretty dang sure that some of us here have the hardest of time even keeping the monetary reserves needed to continue our scientific endeavors. Having to scrape, beg, and pester for funds, or even go out and just make them ourselves. All these things take away from use being able to further Sirian science and the progression of humanity as a whole. And thus, we have the problem.

What I propose to all of you here today is something to fix such problems. What if I told you that there could be an organization that would take care of all these troublesome ordeals. Imagine, no more red tape, or at least an entity that would take care of all those such problems. Also, in need of some logistics like a ship, equipment, or even in some cases, crew? That would be taken care of also. At a loss of something to research, or even would just like to do something else all together? Maybe for even a nice amount of cash? Another thing this organization would do is help acquire some very prestigious contracts from various factions allowing for the continuation of such help for the scientific community.

Well, we come to the answer... My esteemed colleagues, I propose to you all SCIOP. SCIOP, or Scientific Consortium of Investigative Operations will be that entity. With its main purpose to cultivate and create the optimum environments for science of humanity to flourish, SCIOP will be there to make all the needs of the scientific community easier to come by. By taking care of all the logistics problems, funding, and even the red-tape of the bureaucratic house governments, it will allow for such progression in the advances of science like none other before. As a completely Non-Profit organisation, all funds left over after paying for expenses will go right back into the company itself allowing for the increase in quality of materials available."

At this point, Drey was on a roll.

"Of course, with expenses in mind, it is an interesting question on where the funding for all this will go. As it stands now, I will be fronting $100 million in capital to get this organization off the ground. Yet SCIOP will be open for receiving contracts from various sources to partake in researching of various topics that will somehow advance science and humanity. Through these contracts will we the Consortium be allowed to help up and coming scientists, and those desperately in need of funding to get their research off the ground. To complete these contracts, SCIOP will enlist the aid of those qualified that fall under it's helpful wing. So, in essence, what you put into the consortium, you will get back, or vice versa. Through the assistance in the completion of these contracts will the funding be available for not only you, but various scientists that all have ambitions of discovering something newer and better.

Like I said though, SCIOP will be here to establish an environment in which will help the science of humanity flourish. To provide the needed support to scientists of new and old. In a way, to allow humanity to progress to new heights that would take much longer to reach without."

Feeling a little long winded, he looked around the room at the various individuals, each in the eye. Then he presented the question... the question in which this would soar with flying colors, or burn in a blaze of nothing. Well... this is it.
