I am not making the decision with reference to the tech chart. I'm making it on on practicality.
If you want the Polizei to just be a smaller Rheinwehr with everybody flying Wraiths (which is what happen if I do not attempt to restrict it) then fine. But I do not want that.
It's the same with the Bergelmirs and Fafnirs, except that those two ships are more seen as Rheinwehr ships. Considering the fact that they are only sold in Braunschweig (the Bergelmir is also sold in O-58, but, just no), you really need to be Rheinwehr to get access to them. The RFP Player Faction only has two because of special permission from Fleet Admiral Malte.
And gunboats are as valuable as cruisers to us. So of course keeping those who we allow gunboats in-line would be the best thing to do InRP.
