That is the problem, it isn't your decision to make. Indies are free to use green cell tech. You cannot stop them. Your first post reads as if you are the person who can say what they can and cannot fly; when in fact you are not. That is unless they are in your faction, which wouldn't make then indies.
Do I understand why you want it this way? Yes, doesn't mean we have the right to make it so.
