That is my point. There are no restrictions. You place the restrictions on your own faction, you do not have the right to place those restrictions on indies. So no, he doesn't have the right to mention the restrictions because they don't exist. They aren't restrictions indies have to follow, only RFP| members have to follow them. He does have the right to ask that they follow them however, which isn't what the first post reads of. It reads that he is telling them.
