All he's trying to do is make a clear difference between the Police and Military. Go look at Liberty, you don't even see and LPI there except for the official faction. Ever since they started using Eagles and Guardians and Cupholders, there has been no real difference. Personally I blame all the Navy acting like they are police, martial law, much?
The RFP at least have a little incentive to fly as with the Mjolnir.

Now I dunno about you, but I don't remember the last time I saw a policeman driving a humvee or an armoured tank.
