I dont think its about your strength, ship or level. They can occur randomly. I have done several missions against bounty hunter destroyers in gamma and omega-47 at my first times on this server. And I had to deal with them in a fighter. However, they take quite time and ur hands can get sweaty a bit. If you have the skill u can complete them but its not worth the money and time. The concept we are talking here is increasing the mission rewards that are against cap ships and giving info about them for the ones who do not want to risk themselves if they think they are not ready to compete that level.
