Unlikely. It was in the Council of the Rising Suns already and the current consensus is that the old Emperor and the new Shogun will have to arrange each other somehow to avoid a civil war which would doom Kusari. No matter if the Shogun is supported by Kishiro or Samura, both sides still do concern very much about the good of Kusari.

for the isolationist stuff... well, I guess it basically means to concentrate on the inner policies instead of external stuff again (Which is ironically exactly the attitude of vanilla-Samura though, and not Kishiro).

Hmm I see your reasoning there, it all hangs in the public and military's opinion to a point. They, while servants to the Emperor, still can be decisive in times to come.

I wonder what the isolationist policies would entail. Boot the BHG bases perhaps? Or just domestic and economic terms? Who knows, I'm no politician.
