Greetings to the Government of Rheinland. We in the Junker Congress have worked very hard to keep our heads down and not cause trouble in Rheinland, especially given all the other unpleasantness going on. Now I know Junkers sometimes do get out of hand and you should deal with them accordingly when that happens. In hopes of preventing this, I have even assigned two directors to help curb Junker piracy in both Rheinland and the Omegas.

Now if I read the follow decree correctly, it says that any bounty hunter who kills a Junker in Rheinland without that Junker having committed a crime, the bounty hunter will be guilty of manslaughter in Rheinland. If that is true, will you please tell me what you will be doing about the bounty hunters who have been killing Junkers in your capital system.
