Tranports vs Caps

I disagree.
This rule should stay.

At first, I don't want to see pirating Vidars / Stortas / Praefects / GRP Obstinates / Something alike. That's just not fair to trader.
IRP, that's huge resource abuse on...what, 2-3 millions and then getting blown up by a pair of Fafnirs? No, thanks.
After that, capital ships shouldn't be running after transports at all. Why doesn't battleship in California move for transports? Stationed, you'll say? It's as stationed as Spyglass is, for example. Or maybe let Isis chase your artifact smugglers?
Also, that makes whole server moving to caps. Nothing'd stop them now, becuase they can do most of stuff in caps. I believe rule was invented to make people flying fighters. Just expect now hunting packs, cruiser + BS.
Cruisers double-mortaring transports - that's another thing I'm not happy to see.

- You are sitting in an Indie BAF cruiser, watching the Stokes lane in Leeds. A smuggler comes by, you notice the load of whatever contraband in it's hold. What can you do? Sit around and try to RP , talk to the guy, tolerate the fact that he will probably laugh at you, cause you know you are not allowed to shoot back ... lovely RP let me say ...

Should you care about him? Your business is war, not interdicting smugglers. You can demand contraband in GB, be happy with that, actually. For smugglers you have escorts IRP.

- You are sitting in a one of a kind Scylla cruiser, in the middle of Cambridge (not Liberty, cause you'd probably get a load of LOLNS ships on your back) A trader comes buy with a load of gold ore. You rather want to pirate it for some cash, or some ore, no matter, but you can't first, cause you're ID says you can't, second is when the trader tries to run, all you can do is disrupt it ... well, that's another Grand RP isn't it?

Tell me what should Scylla do in the middle of Camridge? Especially with Armistance? :|

The second is, pirate cruisers , as it's stated by the name, are built by pirates and such, so I don't really understand why they are not allowed to pirate. I doubt anyone will pirate in a BS, once cause besides the OC and 'sairs, noone has a pirate BS avaliable without SRP , second is that it's a way to big target ...

Because those cruisers are used as hideout. They're not even enough efficient in battles.
