No clue if this can be done.

It would be an equip that gives you increased recover speed from a CD, at the expense of cargo (for more CD capacitors or some crap lol)

So, for example

Cruise Reinforcer I
Cargo: -20%
Rate: +40%

Cruise Reinforcer II
Cargo: -40%
Rate: +60%

Cruise Reinforcer III
Cargo: -60%
Rate: +80%
