I agree with every point you make.

I suggest their existence, their final stats are less important to me at this moment.

if you want a penalty:
the armor already has the "penalty" of only being 2X when the best armor has more.
the scanner could take up 50 cargo space (since it is internal equipment)

but as I just said, I suggest their existence, the Dev. team would have the final say anyway.
