Neil, i request you read my post again. I never suggested that a player with guard id can dock on thier base and allied ones.
So GRN caps have plenty of bases near NL.
House core is the region to be safer.
You take 10 bs , roam in theta. We take 10 bs go fight you .. Its fine. But you come out of your home planet and see 10 bs there is not good.
Restricting guard id to enter others homworld will be good for everyone.
Player can pick the fight then.. Not forced to fight.
