Civilian casualities aren't something important for us - we're fighting for truth! We don't have to answer in front of Kusari people as well... Oh, and to make your honour feeling better I'll add bombs I've obtained are from Rheinland. Kusari folk will fear something unseen, and our enemies will shake themselves, their nerves will be overloaded and they'll start to do wrong decisions! Slowly our assasins will start hunting them down bring more and more fear to their hearts! Finally they'll just commit suicide due to impossibility of resistance to horror!

And don't forget, my dear friend, I was assigned as roju for some reasons, namely my wisdom and skills.

The Taishogun's expression was not pleased.

"The Dragon does not wield a blunt instrument. He prunes the tree with skill and care, excising the rotten fruit - whilst leaving limb and branch whole."

Roju Yuuma was greatly concerned. The Taishogun's tone was dismissive at best. Yuuma held his expression as the Taishogun continued.

"Roju Yuuma shall have his vengeance, and shall not allow his thirst to overcome his better judgment. A wise Roju shall know the difference between the civilian cities of New Tokyo, and the Samura Company Towns. For in the Company Town, all the citizens are beholden to Samura - and it is they who must bear the brunt of the Dragon's Fury. Other citizens of Kusari shall have some small sympathy for those who perish. But they shall also see that it is only the true enemies of Kusari that need fear the Dragon."

Yuuma smiled, he would need to do some reassessment. As long as he could pin down his targets to one of the many Samura-controlled towns - the plan was workable.

Around the same time as Teraku had a talk with Ryuu, a group of three Blossoms appeared near Kyoto, requesting docking permissions.
After they've landed, three womens made their way towards the court room.
There, they choose to wait until the Taishogun would be so kind to speak with them.

A Court Aide announced the GC Sisters. The floor was theirs to make their petition.
