To leonidos's Idea: Although it would make somewhat more of a cinematic RP deal, it is not ideal. Reason, players using Battleships and only having guard IDs is a iusse. Guard IDs requires alot of missions for that faction and would take a long time. Bribes for guards dont exist. Also restricting Battleships to stations of their own faction station would also cause some to get pissy. If a Battleship is heavily damaged and the closest station is in the next system when theres another friendly or neutral station near by, its ideal for the ship to dock for repairs.

To Vladezhda: Not ideal. NPCs are dumb and wouldnt provide a challenge for bomber/fighter pilots.

If people have a iusse about players owning a starship, they should know, although they have fire-power, Fighters have speed & manverability. Starships are also hard to maintain if the ship constantly is damaged and refills on Nanos and shield cores. So stop looking at it from a negative view and think of what other ships have that everyone else doesnt.
