If you're neutral, Rule 3 of my suggestion would take care of that:

1. No pvp in New York
2. No attacking players under a certain level (in this case 30)
3. No attacking non-hostile players
4. Good manners and game etiquette required at all times

Yes, it should but then I saw your post, and I began to have my doubts

Do you even know how the Freelancer reputation system works?

In case you don't I will explain - when you meet other players, Freelancer looks at each characters reputation with the 50 game factions and compares the results. It displays on the hud in colour how those characters would react to eachother if they were npcs.

Green = friendly
White = neutral
Red = hostile

In this case white is displayed. In game roleplaying terms you have no reason to attack AW (and visa versa), and under my proposed server rules (Rule 3) you wouldn't be able to.

How then, will this work when certain pirate factions insist on being neutral, but still attack anyone who enters their territory?

Does this mean then, that a neutral player may never be attacked by anyone? Because he will always register as neutral to other players? And that pirate factions can only attack those players who are friendly with the Navy and / or police? Because pirates are hostile towards those factions?

If yes, then please disregard my suggestion

If no, then this might need a bit of explaining
