Under these rules, if a pirate faction insisted on being neutral, it wouldn't be able to attack anyone. In fact it wouldn't be a pirate faction. This is assuming 100% neutrality which is probably difficult to achieve.

Does this mean then, that a neutral player may never be attacked by anyone? Because he will always register as neutral to other players?

Yes, that's correct, but see above. As it's difficult to be totally neutral there may be rare instances of friendlies and hostiles.

And that pirate factions can only attack those players who are friendly with the Navy and / or police? Because pirates are hostile towards those factions?

Correct, but it also includes the corporations which are generally law-abiding, although some are hostile toward eachother, as are some criminal factions.
