New PvP Rules Proposal

I don't know if I should get immunity list rule back. I remember well that I've got only one PM request for inclusion while this rule was in action. Maybe it was from you. Anyway by that time I already thought that the rule should be abolished as no one needs it, so I didn't add you to the list.

Probably it will be good to abolish any taxation for any non-hostile players inside faction territory. If the character is a pirate, or factions are at war - faction has a right to demand tax, or demand to leave, or just attack.

Next, there's a difference between pirates and terrorists. I don't think that terrorism roleplaying (useless killing without any warnings) is suitable for Freelancer. And a pirate should always warn before attacking a trader - or, to be more precise, not warn but demand goods and money. If the trader refuses, or tries to flee, then pirate has a right to open fire - but not earlier. Typing "Pay a million and I'll let you pass" in the console won't take too much time.

As for attacking military targets, I don't think any warning is needed. Fighter or battleship pilot must always be ready to defend himself/herself.
