You could make it a commodity, but I think they would lose it if they die.

Its possible to make equipment take damage when fired, and it equipment does have HP, the problem I think would be telling it that it has to 'fire' constantly, or once per second I suppose, with HitPoints to match the amount of second they should have the ID. I guess they have shields on constantly so I wont say its impossible. However, you might be able to repair the ID when you land, unless(since Admins are giving it) you made its worth so high that no one would want to pay the repair costs.
