So... you pay people to indiscriminately kill every mercenary and freelancer in sight. While making no effort to omit those mercenaries who work exclusively in a lawful capacity hunting pirates and terrorists. This in turn makes it easier for a wing of Barghests to destroy more Dreadnoughts and Cruisers.

Since you're so fond of cleaning metaphors, this is akin to cleaning a broken jar of pasta sauce by throwing a bucketful of mud on top of it.
