I have pondered the idea of making the order -guard- ID only distributable by the faction, however. That'd stop the resheph/geb/osiris spam while still keeping the order's fighters, bombers, and gunboat open to whoever wants to join the npc faction by repping up conventionally.

That is actually a very good idea for .86 when most of our fleet has been decimated, meaning there wouldn't be many caps.
