This is a tricky one. Honestly I don't believe The Council can declare them as fully neutral as they are allied with the GRN and GRP. They are also enemies of the Maquis and Brigands, our allies. Here are some quotes from various infocards that also contributed to our decision to not list them as completely neutral:

Pirates and the Council? They are an annoyance to our trading convoys, but they are also aware that we are not offering as much help to the Royal Navy as the other companies do. We mind our own business, and this saves the lives of many of our pilots.

This suggests the council still does interfere in their convoys, which would make sense considering they are supplying our enemies.

I've been employed with the GMS since I was twenty two. Two years ago, my wife and only child were killed by a suicide bomber in a cafe. They said that the Maquis were responsible for it. I asked for a transfer into the Border Worlds, and now I'm waiting for an opportunity to find out the location of one of their bases, fill my transport with explosives, and run directly into their primary airlock.

GMS employees can be just as vulnerable to the monarchies disinformation as any other Gallic citizens. This means we cannot trust them to be completely neutral.

Minor quibble, but how come you've mixed NCO and commissioned ranks?

Not being a military person myself I probably wont be able to address this as well as another, but I would imagine in conflict such as this, the revolting group wouldn't necessarily have the luxury to deny command positions based on whether an officer is commissioned or not. With the Council's limited resources proper training might not always be available. Also, to be honest, I have not seen an official faction that does this to my recollection, might you be able to point one out?
