If you want to try 3.5 GHz, then you are going to need a ridiculous air cooler (such as the massive fan) coupled with the Arctic cooling freezer 7 pro (which i use) or the Zalman CNPS9700LED to make the chip stable at that speed.
Oh, and if you do buy a new heat sink, please take off the thermal pad straight away. My E6600 processor was idling at 45 degrees C with a 3GHz speed and 1.275V when i didn't take off the thermal pad. Now it idles at 42 degrees C with a 3.375GHz speed at 1.45V with the new thermal paste properly added on. You do need a separate tube of thermal paste for that though, and only apply very little to make the coat as thin as possible.
