Bureaucracy... Bounty players must have a wonderful life and an organized on:( While I can understand the reasoning, imagine a newbie coming into the game and seeing all these rules. Makes for some rather high learning curves.

Then again, I'll try to learn them all and not get sanctioned. Let's see how it goes.
