So, if you are robbing a bank, and the camera is recording you doing it, the police can't do anything to you until someone reports you?

If the bank doesn't call the police and make a report, how will the police even know? Camera feeds don't go directly to the police in some massive camera watching facility. Also, that doesn't explain why I have to shoot 20 of their employees before going in there to rob them.

So, if you are shooting a Liberty Navy ship, and the ship is in communication with the Liberty Navy Command, the Liberty Navy can't do anything to you until that officer reports you?

Why can't I jam the ship's communications? If we are going to imagine all these things you mentioned, why can't we imagine that? Makes perfect sense to use a quick message dump post or like in the Liberty criminal reporting thread (that has been there for a while, until it got neglected to the point where a separate one for mercenaries specifically had to be created, and this one will fall into obscurity too I'm afraid).

For the record, I have zero, zero problems with any of the other things mentioned in this thread. It is only this rule that always made me think of Bizzaro World where everything is back asswards
