I understand its a server rule. However, it doesn't make sense to make yourself hostile to a faction before you did anything to them.

I know, it's been said countless times by some players over the last few years but for the last few years we've always had to work around that. But again, I was only talking about the BHG ID which has an actual freelancer background and not just an add-in by the devs so with the BHG background there is no confusion of who your enemies are, none whatsoever. Rep yourself hostile to all criminals, plain and simple. But for the Merc ID? Tough luck, not gonna touch the dev issue of that add-on ID with a ten foot pole. The generic IDs were FUBAR on introduction and are still FUBAR now. Creates nothing but conflicted opinions and in-game mechanic issues, like this rep thing.
