A system like this for equipment would be harder to abuse since the is a penalty for buying then reselling. Why should the LN faction gain because Joe Lolwut wants to buy a Liberty Carrier? Especially when factions which really could use a boost (Police factions maybe?) would gain no such reward.

EDIT: And as an addendum to this last point- if the system was set up in such a way that LN did not recieve a measurable benefit from the vast number of caps that seem to breed there then what is the point of implementing it in the first place?

I don't see anything wrong with this part, to be honest. Even if some factions benefit more from, they'd still all be gaining something from it. If anything, it would only add another roleplay aspect by showing off that some factions just have more manpower than others. Also, if you gotta dock/undock/dock/undock to give a faction 5% (I'm throwing around a number, mind you, but I think that it'd be best between 1%-5%) then it would be excruciatingly long, you'd be better off actually trading.

EDIT: If this system was meant to be equal for everybody, then I'd have suggested "Give 10 millions a week to official factions".

I want to get off Mr. Igiss' wild ride.
