Actually, if the forums don't squirrel me this time....

Anyway...

The offiicial leader of a faction and his second-in-command have the authority to give orders to the non-faction members of their ID, under faction right 2. These orders are binding, but the members of the ID are not obliged to follow orders that are non-canon. (For example, as the head of the BHG|, I couldn't order someone to go attack the RM in New Berlin. However, I could order them to leave the Corsairs alone and go attack the Outcasts, as both groups are (or were) hostile to Bounty Hunters.)

Now, when the group that has received the orders decides that they don't want to follow those orders, shooting up the official faction and then re-engaging isn't really considered the way to go with that.
So the FR2 orders may have been worthy of arguing about in role play and on the forums. When the non-official faction starts shooting up the official faction, then the offiicial faction is within their rights to ask for the FR5 - which is what happened here.

This is well within the rules, and happens just about every third day from someone shooting up an Zoner NFZ and then the Zoners FR5'ing him - so please don't tell me that FR5's are rare things. Happening to a large group, yeah. Last time it was the Apocalypse group - and they ended up with theirs from basically the same reasoning.

And interestingly enough, with some of the same players involved as well, but that's a completely different discussion point that may or may not have any relevance to this.

As for where it goes from here - there are role-play ways for this to go, both on forum and in game. That is up to the members of the TCG and Order| to determine whether or not they're going to get along. The Apocalypse wing chose to not do so, and thus ended up hostile to all factions, with no place to dock. Right now the TCG still have Zoner bases available. Let them role-play it out and see where they go from here.
