Liberty is hostile to the Order. The order take an interest in the most secret part of Liberty space, where we do all sorts of shady stuff. Unpleasent research on people and nomads. It's like the very darkest and most unpleasent depths of Liberty. All the stuff conspiracy theorists get wood over.
Perfect territory for the order.
Hale issued his ultimatum to the order in roleplay. It was me, roleplaying the fact Liberty wasn't going to allow the order to do as they pleased, and reminding the order the two factions are at war.
This seemed to shock people.
The order high command's decision in RP was to roll over and go "Yeh ok liberty we stay out now." That's perfectly legitamate roleplay. The order don't really have the resources to fight a full blown and open conflict against the liberty navy,l BHG and nomads. That's not gunna end well.
A group within the order opposed that decision and said "Nah... screw you. I'm gunna go shooting those navy guys up." And that is also perfectly legitamate roleplay.
The two are in conflict with one another. Now... The Order| official faction represents the NPC faction as a whole. That's the format and that's the way it works. They got understandably pissed about a group going against that and acted on it.
That is the FR5.
If everything in this situation as taken as an in roleplay act, then it makes sence.
I'll go further and say that I don't see a hero and a villain in this. It's just a series of events, which when taken in roleplay actually form quite an interesting narrative.
Tenacity, I didn't go on a rage fit. I was merely playing my role as Fleet Admiral of the lib navy. Nothing more, nothing less.
