Gaians as a group have had no "legal" ties to anything Bretonian or have been allowed to set foot on any Bretonian planet for 77 years now & as was well said by Nauticus, (& myself earlier) the only ones that would have any ties to Bretonia are the ones who were not born on a Gaian station & came to join the cause later in life.
You mentioned sounding 'one dimensional' earlier...well, there's very little 'one dimensional' thinking about it involved...what is one dimensional however, is thinking that any group anywhere should feel any love or obligation to a Gov't strictly based on a common ethnicity.

If the ties were "legal" or "illegal" is quite irrelevant when it comes to your ethnic background or direct vicinity.
Just because the gaian cause is outlawed in Bretonia doesnt mean they are going to sneak across 4 systems to Kusari clandetinely to get food, conversation, cultural divertisment, fornication, procreation, and language.
I should think that doing that is actually more easy in your direct neighbourhood of Bretonia, since doing it in another house space would be just as clandestine in nature.
To my knowledge, being raised by bretonian parents on a station inhabbited by people of bretonian descent doesnt turn their children into eskimos, even if their political views dont match the contemprary bretonian government's.
