Lets all stop picking nits and get onto mining. Not everything in real life makes sense; not everything in space has to make exact sense. Decisions are often made out of emotion and necessity, and we don't know the emotion or necessity of the GRN or Council NPCs.

Why not make the Gallic Civilian Fighters capable of getting a Mining Bonus? It's not like there's any kind of incentive to use them otherwise. It would differentiate the Gallics from the Sirians pretty easily, and if only the GMS ID got a benefit from using said ships, Sirian abuse of them wouldn't really exist outside the odd newbie.
