Most of the people here are confused and make major mistakes to mix Role Play and Player Fun. It is space shooter game- treat it as such- nobody gives a crap about planets and facilities.
If the players have fun playing caps- let all factions to have caps.
If the Liberty Navy have 10 0000 battleships and corsairs 500 in RP does not mean that players should not play all 500 of them because the others have 10 000, think as one player controlled cap= one NPC controlled one if you are so "hardcore" RPers and you feel of the amount of capital ships.
Second point would be all "secondary fleet" capitals- non official navy officers- this is mega stupid in RP, so I cannot see why the people who are for removing the caps from the pirate factions does not also pledge to remove all non-official capital ships too? Official owned capital ships are really few. If you feel that there are too many caps just restrict them to the official factions.Caps generate activity and are in general balance line mega nerfed. I would say fear from too many GBs not the caps.
