I don't know if you're being sarcastic, but I'll bite anyway...
As far as I know the Unioners only have interests in Rheinland, and I really can't see a reason for them wishing to enter Liberty proper (although Unioners entering the border systems is perfectly reasonable).
Now, to reply to the thread as a whole... Most of the Outcasts who go to Liberty are people who didn't want to be restricted to the basic weaponry the Pirate ID offers them, and indeed most of these indies would never go out of their way to earn the permission needed to use "good" pirate weaponry on their generic pirate ID characters, so they take the easy route and go Outcast because of our vast ZOI and decent weaponry.
Some might claim that there are ways to control these indies, and compare this situation to the one of the Corsairs and other such factions. They couldn't be more wrong. We have the most indie pirates because our ZOI includes Liberty, and we have good guns. It's not easy to stop indies from doing something as basic as pirating within what is basically our ZOI, so if we started to clamp down on them the admins would get agitated.
I recall one time when I requested FR5 reports for several indie Outcasts who were doing stupid things in Liberty... nothing came out of it.
So all in all: Before you come crying to me about indies acting like idiots in Liberty and Kusari... make sure to consider the fact that what they are doing is perfectly legal in the eyes of the admins, and clamping down on indies doing perfectly legal things could result in the same thing that happened to Black Squadron when they tried clamping down on their indies. (Or at least I think it was Black Squadron. Feel free to correct me on that.)
