There is already a faction working to become official: Bretonia Intelligence (BIS|). They are all serious players so just try to join them instead of re-creating/spaming similar factions just for the sake of being "director" aka boss.
The BIS are not concetrating on caps in fact they dont fly them similar to the armed forces. You better check the link above or contact the leader of BIS for more information.
