SCRA's Zone of Influence is Omega 52, and the surrounding Omegas. SCRA's Zone of Action, however, is Sirius as a whole. Because the mission of the Coalition is to "conquer" the whole of the sector through popular revolt, the military arm, the SCRA, initiates a guerrilla war throughout all of Sirius.
We do have areas we focus on, however, and they vary from time to time. Mostly we focus on Rheinland, where we have many allies in the Rheinland Revolutionary Alliance. We also focus time in the Omicrons to assist the Order, though mainly that was originally an alliance-of-convenience against the Nomads and Wilde, it has grown into a very strong two-way street. We have been known to focus for times on each House individually, as well as Corsairs and Outcasts. It's a matter of how we choose to perpetrate our war.

Sorry Tom, but this is unfortunately a (huge) drawback to our current recruitment system. I'm personally not a huge fan of it and am in favor of a different, more streamlined approach, but seeing as I am a)absent w/o notice many times and b) not the head of the organization, I don't have much say in how it's done. The way we do it now relies not only on our side being prompt, but the other forum dwellers being prompt as well...it tells a story. And with so many wanting to be a part of the story, sometimes it gets mucked up. All I can say at the moment is sorry and to try again next cycle.

I think that all the "ZOI=Sirius faction"s may want to focus on a very specific goal, like gaining the upper hand in a particular system, or doing propaganda, or well organized guerilia operation that actually serve an obtainable purpose, which are graspable to the people they come across.
Sometimes it seems that those factions are galavanting around enjoying their special status, without very much thought to what they are suposed to be doing where they are.
Not refering to the SCRA or one incident in particular, its more a thing I sometimes thought when seeing all of the factions that have a Sirius-wide ZOI (SCRA, Phantoms, Nomads, Order).
I think it would make people accept those factions more.

See above on how it is OUR CHOICE on how WE want to perpetrate OUR WAR. I'm tempted just to block out your post, but I'll give it attention instead.
Each of the four you described above go about their wars differently. SCRA through populist sentiments and propaganda, Phantoms through terrorism and fear, Nomads through subterfuge and infiltration, and the Order...well, the Order doesn't really belong on that list, and I will not debate that here.
As stated above, we do focus on one area from time to time. Ontario, for instance, is actually, in RP, Coalition-led thanks to elections "held" in RP. The Governor of that system is a Coalitioner because of the stories of Katz and the presence of the Coalition in that system for extended periods. There are other places where the Coalition has focused energies from time to time, with varying results.
The "problem" with trying to take over all of Sirius is that you have to be everywhere at once. While in RP that's possible with small cells operating on every planet and such, in the real world there are only 200 player slots, and we as players have to pick and choose where we as characters will interact. If that means it appears that we're "gallivanting around Sirius enjoying our status", then so be it. We know what we're about.
Back @ Gafwmn: I hope this has also assuaged your misgivings as to the "we can go anywhere" gang thing. We're not here to put forward some Sirius-wide jackassery (except for the Blue Trolls, which is being worked on (see above)), but it is technically, and rightly so, part of our role play.
