I think you should just be able to invade the system as long as there are 2 or more hostile faction members in it, then hold it for a day or 2 then if the faction cant destroy your forces before then you have it. This plan would still need a lot of work on it, but this is just the base idea. This way the factions would be fighting back and forth untilt he war ends.

And Igiss I have planned invasions of New London, New Tokyo, and New Berlin systems :). They all seem to work but would require about 6-7 cap-ships and 3-4 fighters each. I also have a quite well divised plan to attack NY but now SF doesn't control it...
