Add a FP in S-17?

Zelot, Kusari is inactive as it is. The lack of sensible RP is driving people away. The last thing it needs to do is become bigger.

Furthermore, Sigma-17 (and 19) are the two least-used non-guard systems in Sirius without a Freeport already in them. You can't say it's in the middle of everything. Well, you can, but it isn't.

Sigma 17 is highly used by Samura, Kurile beloging to Samura is our checkpoint to the Omicrons.
We have a lot of troubles with the zoners and their blessed NFZ in tau 29. Do you think Kusari would allow another annoying NFZ right in their door? Would the GMG? Or the RM? Or anyone who already have interests theer? I doubt it. No one wants another pirate nest near their home.

Also, Gallia is inactive and there's not any Freeport since Tau 29, go annoy them.
