I'll save you the time, there are NO guidelines or rules on how much people want to extort/tax/demand, its completely up to every player as they see fit (within reason). And the ceasefire is strained at best (namely as a result of BAF indies attacking Mollies, as they are completely ignorant of the ceasefire), so Mollies are pretty much free to do whatever they feel fits their RP best.
RP in general is not very strict, and the Mollies are a very diverse group, so generalising them is very difficult.

According to the molly council leadership:

System wide license sale announced. Cost is 1 mill. Duration is a few hours.
Those that do not pay if found are required to pay 2 mill or any action the molly wants to take is legit. (destruction, increased payment after 2 mill offer is declined, etc)
Final option currently is a 4 mill day pass which is a 12 hour pass.

Sorry mate, if you want to do something other then that your acting against the Molly council. And they are making a strong effort to work with the BAF so they can get Dublin back.

That and as was posted by someone else, in the update the molly's may or may not become semi lawful.
