I Strongly dis-agree with this proposal, If someone blanket bounties an entire faction, and the faction gets angry, that is what FR5 is for.

If someone bounties an individual, and they get angry, bounty them back, besides which, individual bounties are hardly ever collected on, iv'e had one on me for half a year, no-one has collected.
